PMA Licensing and JKKP Rules for Boom Lift Operators
Who may legally operate a boom lift in Malaysia, what a PMA certificate is, and where the contractor's responsibility begins under JKKP rules.
A boom lift is classified as lifting machinery under Department of Occupational Safety and Health rules. That means not just anyone may climb aboard and operate it, however simple the controls look.

What a PMA Certificate Is and Who Needs One
PMA stands for Perakuan Memandu dan Mengendalikan Jentera Angkat, the Malaysian competency certificate for driving and operating lifting machinery. It is issued after a recognised course and assessment, and it is specific to a machine category.
Anyone operating a boom lift or scissor lift on a commercial site must hold a valid PMA certificate for that machine category. A forklift certificate does not qualify someone to operate an aerial work platform.
Familiarisation Training Is Not a Substitute for a Licence
On delivery, a good rental company runs a basic operating briefing: platform controls, the emergency stop system, load limits, and the manual lowering procedure.
That briefing matters because every model differs, but it is machine familiarisation, not certification. The operator still needs a valid PMA.

The Contractor's Duties on Site
The project owner and main contractor are responsible for making sure only licensed operators run machines on their site. That includes keeping copies of certificates and recording daily inspections.
The machine itself must also carry a valid certificate of fitness. Before accepting delivery, ask the rental company for a copy of the machine's inspection paperwork.

- Make sure harnesses are worn and clipped inside the platform
Hiring the Machine Together With an Operator
If your crew has no licensed operator, the simplest route is to hire the machine with one of ours. The operator cost sits on top of the machine rate and is usually worth it on a first project.
It also speeds the job up: an experienced operator knows the best position for the machine, which cuts the number of times it has to be repositioned during the day.
